In late 1952 plans were made to have a hall built in Windale because at the time, no building existed in which the town's people could meet for any purpose. It was proposed to start up a co-operative and sell shares in it to finance the building of the hall. The response to this proposal was favourable, and so it was that the Windale Community Advancement Co-operative Society was registered. The price of each share in the Co-operative was sixpence (5 cents). Owing to the lack of shares sold and the length of time taken to raise finances, the Co-operative was wound up in the latter part of 1953. Most of the people who were still interested in getting a hall for the town, immediately started up the Community Hall Building Committee. On the 21st November 1953, a public meeting was held in the new school and only fifty four people showed up. This was a very poor attendance when one considers the population of the town was 2,200 people. Not to be discouraged, fundraising got underway. In 1957 a block of land in Lake Road was made available by the Housing Commission and fundraising began in earnest. With the help of the Joint Coal Board, the building of the hall was put out to tender in 1958, and the building was opened on 6th December that year.
