    The Northumberland County District Planning Scheme was the first planning scheme in the Hunter Region, and created the vision for planning the region's growth. These 1950s zoning maps showed permissible development by means of colour coded zones. The State Planning Authority Act of 1963 dissolved Northumberland and Cumberland County Councils, and development and zoning became the role of the State Planning Authority of New South Wales.
