The right to "The Freedom of the City" is an honour bestowed by a city upon a valued member of the community, or a visiting celebrity or dignitary.
Traditionally, "Freedom of the City" may be granted to units of the Defence Force which have significant attachment to a particular city, or which have earned the city's trust. This status allows the unit the freedom to parade through the city, and is an affirmation of the bond between the soldiers and the citizenry.
Individuals are usually designated "Freemen of the City", while groups such as military units are granted "Freedom of the City" or "Freedom of Entry" to the city.
The ritual arose from the medieval practice of granting respected citizens, or those who had made sacrifice for the city, freedom from servitude and rights not normally afforded ordinary people. In some countries, such as the United States, an ornamental key - the "Key to the City" - is presented in connection with this honour. Although the practise has at its origins the giving of material benefits to recipients, today it is a purely symbolic gesture.
In Australia, whenever such a ceremony is held the Mayor/Lord Mayor officiates and the invitation list generally includes state and federal members of parliament, representatives of the defence force and a cross section of people from the business community.
The Freeman of the City Oath reads:
You swear to be true to Our Sovereign Lord the (Queen or King); you shall be obedient to the Mayor of this ancient City for the time being, obey his warrants, Precepts and Commands. And you shall, as much as lies in your power, contribute and do every act and thing for the good government and safety of the rights and privileges of this ancient City and the inhabitants thereof. So help you God.

While there is no legislation or other requirement governing the granting of Freedom of the City in either Australia or NSW local government, the English Local Government Act provides guidelines for the admission of Honorary Freeman.
